Build a case for the need for the project that you propose by discussing key indicators that are missing, lacking or inadequate. Smoothly transition into a problem statement (PICOT). It should flow logically from the information you provided. Identify and define the outcomes you will be measuring. This is the “O” of your PICOT. Your outcomes can be defined based on how you will be measuring them. If you are measuring “success”, what indicators will you be using to define and measure “success”? Outcomes are typically defined from your measurement information. Identifying the measurement tool or data you will use to evaluate your outcomes is helpful in defining your outcomes.
